Travel options for holders of Indonesian Passports are becoming increasingly varied. As of September 2026, a total of 27 countries are recorded to provide Visa on Arrival (VoA) facilities for Indonesian Citizens (WNI) who meet the official entry requirements.
This facility allows travellers to process their entry permit upon arrival at the airport or border checkpoint of the destination country. Unlike visa-free entry, VoA still requires travellers to complete administrative document checks and pay applicable fees according to each nation's regulations.
This list of 27 countries is documented in the latest VisaIndex update for the Indonesian passport. The full list includes Armenia, Azerbaijan, Bangladesh, Burundi, Comoros, Djibouti, Ethiopia, Guinea-Bissau, Jordan, Kyrgyzstan, Madagascar, Malawi, Maldives, Marshall Islands, Mauritius, Nepal, Niue, Oman, Palau, Paraguay, Qatar, Samoa, Seychelles, Sierra Leone, Tanzania, Tuvalu, and Zimbabwe.

For travellers, the VoA scheme offers a far more practical process compared to standard pre-arranged visas, as all processing is completed upon arrival.
However, this convenience does not grant unconditional entry. Required supporting documents, processing fees, permit validity, and maximum allowed length of stay will always follow the official rules of the destination country.
Understanding the difference between VoA and visa-free entry is critical before purchasing travel tickets. Under visa-free arrangements, travellers do not need to pay visa charges to receive entry permission. By contrast, VoA remains a formal visa classification, and will only be issued after full administrative processing at the arrival border point.
2026 Passport Index data shows the Indonesian passport holds a Mobility Score of 89, granting access to approximately 45 percent of global destinations.
Per Passport Index calculations, Indonesian passport holders have entry access to 42 visa-free destinations, 40 Visa on Arrival destinations, 7 destinations requiring an Electronic Travel Authorization (eTA), while a prior visa is still mandatory for 109 remaining global destinations.
The discrepancy in listed country counts between the Passport Index and VisaIndex arises because each index operates with its own classification methodology and underlying reference dataset.
For this reason, the 27 country VoA figure referenced here follows the official Visa on Arrival categorisation published by VisaIndex, while the 40 country figure is sourced from the 2026 Passport Index classification system.
From this list, several destinations are particularly popular among Indonesian Travellers, including the Maldives, Oman, Qatar, Nepal, Armenia, Azerbaijan and Jordan.
Other nations on the list offer unique Travel Experiences, ranging from Seychelles and Mauritius in the Indian Ocean, to the remote Marshall Islands, Samoa and Tuvalu in the Pacific region.
Although VoA greatly simplifies Travel Preparations, all prospective travellers should verify the latest official entry rules prior to departure. Visa policies are subject to change at any time, including adjustments to fees, permitted stay duration, required supporting documents, return flight requirements, and proof of accommodation rules.
With this growing range of entry access options, the Indonesian passport now provides far greater opportunity for Indonesian citizens to explore international destinations without the requirement to arrange formal pre-departure visas for every trip.
